What is a LOLER Examination?
LOLER stands for the Lifting Operations and Lifting Equipment Regulations 1998.
Introduced under the Health and Safety at Work Act to ensure lifting equipment is safe to use in the workplace.
A LOLER inspection – also known as a Thorough Examination – is a detailed review of access equipment by a competent person. The goal is to assess whether the machine is safe, legal, and fit for use.
The law requires:
- Every 6 months – Lifting platforms for people and lifting accessories are inspected
- Every 12 months – Other lifting equipment is inspected
Why LOLER Compliance Matters
Failing to comply with LOLER can result in serious consequences.
- Increased risk of injury or fatality due to equipment failure
- Legal penalties including fines or imprisonment
- Invalid insurance or halted operations
- Reputational damage in safety-critical industries
Who is Responsible for a LOLER Examination?
The legal duty lies with the duty holder – typically the equipment owner, site manager, or facilities operator. If you own or manage access platforms, it’s your responsibility to ensure LOLER examinations are carried out at the required intervals by a competent person.
What Does a LOLER Examination Involve?
- Full machine examination by a competent, IPAF CAP-certified engineer
- Wear measurements of critical components to track degradation over time
- Inspection of lifting accessories and safety devices
- Detailed report of defects, including deadlines for corrective actions
- Issuance of the Report of Thorough Examination (LOLER 98 certificate)
- Optional estimates for any remedial repairs

Who Carries Out the Examination?
According to HSE guidance, LOLER inspections must be conducted by a competent person – someone with appropriate practical and theoretical knowledge of the equipment and its safety-critical components.
A LOLER examiner must:
- Be IPAF CAP qualified
- Have years of hands-on experience with powered access
- Stay up to date with LOLER and PUWER regulations
- Be impartial and safety-focused
How to Prepare for a LOLER Examination?
To ensure a smooth process:
- Have past inspection records or machine service history available
- Clean the machine for visual assessment
- Ensure the machine is accessible and not in use
- Make all lifting accessories available for examination
- Allow sufficient time for the inspection to be completed
What Happens After the Inspection?
You’ll receive a full LOLER Report of Thorough Examination, which includes:
- Equipment details (model, serial number, safe working load)
- Examination schedule (past, current, and next dates)
- Detailed findings and classification of defects
- Recommended repair actions and timeframes
- Official certificate (schedule 1 LOLER 98 compliant)
All platforms inspected by APS are fitted with an APS Aftercare decal, clearly showing the next inspection due date.
