What is a LOLER Examination?

LOLER stands for the Lifting Operations and Lifting Equipment Regulations 1998.

Introduced under the Health and Safety at Work Act to ensure lifting equipment is safe to use in the workplace.

A LOLER inspection – also known as a Thorough Examination – is a detailed review of access equipment by a competent person. The goal is to assess whether the machine is safe, legal, and fit for use.

The law requires:
  • Every 6 months – Lifting platforms for people and lifting accessories are inspected
  • Every 12 months – Other lifting equipment is inspected
All inspections must be documented, with any potentially unsafe defects reported immediately.

Why LOLER Compliance Matters

Failing to comply with LOLER can result in serious consequences.

  • Increased risk of injury or fatality due to equipment failure
  • Legal penalties including fines or imprisonment
  • Invalid insurance or halted operations
  • Reputational damage in safety-critical industries
LOLER inspections are more than a box-tick exercise. They are an essential part of your safety and compliance strategy.

Who is Responsible for a LOLER Examination?

The legal duty lies with the duty holder – typically the equipment owner, site manager, or facilities operator. If you own or manage access platforms, it’s your responsibility to ensure LOLER examinations are carried out at the required intervals by a competent person.
